Baltazar- Panaligan is a Registered Nurse in the Philippines and is an Associate Professor V in
Cavite State University College of Nursing (CvSU-CON) supervising nursing and allied health
undergraduate students. She served as the first Clinical Coordinator (A.Y. 2005 – A.Y. 2016) and
Officer-in-Charge of the CvSU CON (A.Y. 2006-07). She managed the Research and Development
Unit of the college from 2008 up to 2017. She is also a faculty extensionist and researcher
mentoring undergraduate students and graduate students on Nursing and allied health courses.
Prior to joining CvSU, Prof. Panaligan served as a community nurse and staff/charge nurse at the
Paluan Community Hospital and Provincial Hospital of Occidental Mindoro, respectively. She also
served as the Chairman of the CvSU Ethics Review Board (ERB) and as an External / Scientific
Member of the De La Salle Health Sciences Institute Independent Ethics Committee (IEC). Prof.
Panaligan received her Master of Arts in Nursing degree major in Nursing Administration from
the University of Santo Tomas and presently is enrolled in Doctor of Philosophy in Nursing at the
University of the Philippines Manila Campus, Philippines. She also served as a member of the
Philippine Council for Health Research and Development Region IV-A Consortium Research
Management Committee which plans, organizes, and monitors regional consortium’s related
activities on research development and generation, policymaking and evaluation of protocols and
the performances among its various committees in the CaLaBaRZon region. Being the President
of the Philippine Nurses Association (PNA, Inc.) Cavite Chapter from C.Y. 2020- C.Y. 2024, much
of her work focuses on promoting nurses’ welfare, social relevance, and development. Most of her
research works are focused on maternal and childcare, public health, disaster research, gender and
development studies, and nursing education, administration, and policy development. She serves
in several capacities as a research session chair, peer reviewer of local and international journals,
oral presenter and moderator to international research forums, and has published research locally
and abroad. Currently, she is the Quality Assurance and Accreditation Coordinator of the CvSU
College of Nursing, Chairperson of the House of Delegates for PNA Cavite Chapter, and the Cavite
Chapter President of the Global Society for Philippine Nurses Researchers Inc. She is a member
